| | Challenge. The update of the City of Porterville's economic development plan came during a major economic shift in California. Job growth was not keeping pace with population growth in Porterville, Tulare County and the Central Valley. The goal was to provide the city with an Action Agenda in collaboration with other job creating entities, which would accomplish the city's economic development goals.
Solution. The results were to first establish a Porterville Collaborative built on involving the key players - the stakeholders, the city and the partners. The Porterville Stakeholders and the Partners Network assisted by participating in working forums to develop the Action Plans.
Four Action Plans were developed and adopted by the City Council. Each Action Plan included an implementation guideline, schedules and budgets: - Stakeholders - Advisory Council to Plan.
- Partners Network - Coordinate and collaborate various services to businesses in Porterville.
- Business Retention & Expansion Program - Hot line and personal outreach led by the City Manager's Economic Development Team.
- Marketing & Business Attraction Program - Targeted client relationship marketing.
